A Monte Carlo programme, LUCIFER version 2.2, to simulate complete events in high-pT photoproduction is described in detail with respect to physics input and practical use. It is based on the point-like interaction of a photon with a target nucleon in terms of an underlying hard parton level scattering and the Lund string model for the subsequent soft hadronization process. Included are the QED and QCD Compton processes and the photon-gluon fusion process as well as higher twist production of prompt mesons and glueballs at high pT. A simple routine for low-pT interactions based on a VDM approach is also provided.
